SOC consists of members and honorary members. SOC has 83 members (as of May 2009). The following persons must be members of SOC: • President of SOC during his/her term of office. • Every member of IOC from the Slovak Republic having the right to participate and vote at general assemblies of SOC. • All national sports federations as legal entities associated in international sports federations if their sport is included in the program of the Olympic Games, namely every union via one representative delegated by it. These unions must form a voting majority at the general assembly of SOC as well as in the Executive Committee of SOC. If a representative delegated by its sports federation cannot perform its appointment or he/she resigns or is dismissed, a respective sports union will delegate a new representative whose term of office begins when the general assembly acknowledges this change. In the intermittent period, this legal entity is represented by its statutory representative. • Elected members of the Executive Committee as representatives of collective SOC Members became for their EC term the individual SOC members and their respective sports federation or different organization must nominate its different representative instead of them after their election. • Six representatives of active or former athletes who participated in the Olympic Games (the term of office of an Olympian ends after the conclusion of the third Olympic Games in which he/she took part) and are delegated by the Slovak Association of Olympians and by the president of SOC and must also be members of the Commission of Athletes. Based on the Olympic Charter, the association will select four athletes and remaining two will be proposed by the president of SOC to maintain the balance of sports, sexes and regions. Out of six selected Olympians, four have to represent summer sports and two winter sports. • Legal entities: Slovak Association of Olympians, Slovak Society of Olympic and Sports Philately, Slovak Association of Olympic and Sports Symbolics and Kalokagathia in Slovakia. • Members of SOC can be national sports associations and other organisations or institutions as well as legal and physical entities that support the development of Olympism and provide it with important services, e.g. Olympians - medallists. • A member of SOC or an eminent personage who provided extraordinary services for the Olympic Movement and Slovak sport can be elected a honorary member on the basis of the proposal of SOC members submitted to the Executive Committee. The highest level of honorary membership is the title of a honorary president that can be held by an outstanding personality having long-term credits in the development of the Olympic Movement and Slovak sport. Honorary president and honorary members do not have a voting right and cannot be voted into SOC bodies. However, they have the right to participate in the sessions of SOC bodies, having an advisory vote. SOC BODIES SOC bodies are: general assembly, executive committee, president and supervisory board. The highest body is the general assembly (GA of SOC - in the past, SOC session) that takes place at least once a year. It consists of members of SOC. The general assembly elects the president of SOC, members of Executive Committee of SOC and three-member supervisory board of SOC. The highest executive body in the period between general assemblies is eleven-member Executive Committee of SOC (EC SOC). Same as the president, EC SOC is elected for the period of a four-year Olympic cycle after the conclusion of the Olympic Games by a secret voting for the period until the first general assembly takes place after the end of another Olympic Games. According to the statutes of SOC the Executive Committee consists of the president, IOC member in SOC (at present there is no IOC member in Slovakia), three vice-presidents, one ex officio member - representative of the Commission of Athletes and other members. The general secretary and the president of the Supervisory Board participate in the meetings of EC SOC as well, having an advisory vote. The Executive Committee elects and dismisses three vice-presidents of SOC. SOC MANAGEMENT The source of SOC finances are: contributions and subsidies from the state budget or from other legally permitted sources; gifts, contributions or grants from domestic or foreign physical or legal entities; income from management of our own property and revenues from property interests; income from proprietary rights of SOC; income from betting and lottery activities and other similar games according to special regulations; income from other sources. Management of SOC follows the budget. It is approved for every calendar year by the general assembly of SOC on the basis of a proposal of EC SOC. SOC can establish commercial companies with a property interest of SOC or enter into a commercial company with a property interest. The exercise of shareholder's or property rights is ensured by a statutory representative of SOC or a person authorised by him/her. The report on the economic results is submitted yearly to the general assembly by an authorised person. SOC governs SOC Foundation. The exclusive property of SOC is Olympic symbols - SOC emblem, another emblem with Olympic symbols, approved by IOC, SOC flag, SOC anthem and the expressions Olympic, Olympic Games and their connections with other words. SOC owns all rights concerning the use of Olympic symbols, their availability and dissemination in accordance with Act No. 226/1994 Coll. of Use and Protection of Olympic symbols and of SOC. SOC PRESIDENTS: VLADIMÍR ČERNUŠÁK (1992-1999) AND FRANTIŠEK CHMELÁR (from 1999) From its origin up till now, the Slovak Olympic Committee has had only two presidents. Vladimír Černušák who led SOC from December 1992 was re-elected at the 11th session of SOC on October 18, 1997 in Bratislava. However, due to serious family reasons he resigned on August 19, 1999. With regard to his membership in the IOC he remained an ex officio member of the Executive Committee of SOC. Until the election of a new president, the first vice-president Anton Ihring was authorised to lead SOC for three months. On November 20, 1999 at the 16th session of SOC, František Chmelár was elected the new president and Vladimír Černušák became a honorary president of SOC. František Chmelár was re-elected the SOC president at the 21st general assembly on March 31, 2001 again at the 29th general assembly on November 20, 2004 and then again at the 36th general assembly on November 29, 2008. His current mandate is valid until the conclusion of the Olympic cycle and will run out after XXX Olympic Games that will take place in London in summer 2012. Up till now, three officials held the position of the SOC general secretary. After Ján Mráz, Martin Benko took the office of the general secretary on February 1, 1997. Starting from February 1, 2005, Jozef Liba has been the general secretary of SOC. A general secretary who is the second statutory representative of the Slovak Olympic Committee is appointed by the president on the basis of the decision of the Executive Committee of SOC usually for the period of an Olympic cycle. VICE-PRESIDENTS AND MEMBERS OF SOC EXECUTIVE COMMITTEE At the forming session of SOC on December 19, 1992, Anton Ihring, Ľubomír Kadnár and Mária Mračnová became vice-presidents of SOC, Vladimír Miller, Karol Mihok and Július Dubovský became members of the Executive Committee and Karol Gumán was elected the president of the Revision Commission. At the 5th session of SOC on February 18, 1995, the number of members of EC SOC increased from seven to nine, after Ján Mitošinka and Ján Hluchý joined the Executive. After Ján Hluchý has passed away in 1995, Alexander Riecky replaced him for the rest of term. At the 11th session of SOC on October 18, 1997, the vice-presidents became Anton Ihring (the first vice-president oriented on sports), Július Dubovský (vice-president for economy and marketing) and Mária Mračnová (vice-president for Olympic activities). The following people were elected the members of EC SOC: Ján Dojčan, Zdenko Kríž, Vladimír Miller, Benjamín Leitner and Alexander Riecky (member until 1999). Even after his resignation, Vladimír Černušák remained the member of EC ex officio, based on his membership in IOC. Libuša Schönová became the president of the Controlling Commission of SOC (this transformed into the Supervisory Board in 1999). The next election into the Executive took place at the 21st general assembly of SOC on March 31, 2001. Vladimír Miller (summer sports), Július Dubovský (winter sports) and Mária Mračnová (Olympic activities) were elected vice-presidents. The members of EC SOC became Miroslav Haviar, Zdenko Kríž, Stanislav Kropilák, Marian Kukumberg, Igor Nemeček and Anton Tkáč. Mária Jasenčáková was elected the president of the Supervisory Board of SOC. In January 2002, Jozef Bazálik was also elected the member of EC SOC. He replaced Vladimír Černušák in the Executive as his membership in EC SOC ex officio ended after he had ceased to be the member of IOC. From then on, he takes part in the sessions of the Executive Committee as honorary president of SOC, having an advisory vote. At the 29th general assembly of SOC on November 20, 2004, Vladimír Miller (summer sports), Igor Nemeček (winter sports) and Mária Mračnová (Olympic activities) became vice-presidents. The general assembly agreed an expansion of EC SOC from nine to eleven members. New members of the Executive Committee of SOC became Jozef Bazálik, ex officio Karina Habšudová (Cíleková after her marriage), Ľubor Halanda, Zdenko Kríž, Ľubor Štark, Anton Tkáč and Jozef Vengloš. Mária Jasenčáková was re-elected the president of the Supervisory Board of SOC. At the 36th general assembly of SOC on November 29, 2008, Ľubomír Halanda (summer sports), Igor Nemeček (winter sports) and Vladimír Miller (youth) became vice-presidents. New members of the Executive Committee of SOC became Jozef Bazálik, Richard Galovič, Jana Gantnerová, ex officio Jozef Gönci, Zdenko Kríž, Mária Mračnová and Ľubor Štark. Marian Kukumberg was elected the president of the Supervisory Board of SOC. |
